Two Decades of Leadership & Impact

Since 2006, home visiting professionals and state leaders have collaborated to enhance home visiting and advance sustainable growth. Through consistent and strong performance, strategic partnerships and an unwavering commitment to strengthen families, Virginia’s home visiting programs have become trusted partners in communities throughout the Commonwealth. Together, we have demonstrated the extraordinary power of public-private partnership.  

    • Formation of the Home Visiting Consortium, an informal coalition aimed at fostering collaboration among home visiting models and programs. 

    • The first Virginia State Needs Assessment is conducted by the Virginia Department of Health’s (VDH) Maternal, Infant, and Early Childhood Home Visiting (MIECHV) program. 

    • The Consortium develops a sustainability plan to promote long-term service growth. 

    • The Home Visiting Consortium is renamed Early Impact Virginia, Alliance for Early Childhood Home Visiting. 

    • Virginia’s two largest nonprofit home visiting providers merge to form Families Forward Virginia, uniting CHIP, Healthy Families Virginia, Parents as Teachers, and EIV. 

    • The Joint Legislative Audit and Review Commission (JLARC) publishes a report on improving early childhood development programs, including home visiting. 

    • The Virginia General Assembly grants EIV authority to lead home visiting activities, outcome reporting, state needs assessments, and coordination. 

    • EIV is appointed by VDH to co-lead administration of the state’s MIECHV program. 

    • Launch of the Virginia Plan for Home Visiting (VPHV), a strategic framework to strengthen home visiting across the state. 

    • Establishment of the Alliance for Early Childhood Home Visiting, a public-private partnership to guide the VPHV. 

    • EIV conducts the second Virginia State Needs Assessment for home visiting programs. 

    • EIV and the Alliance co-develop the VPHV Implementation Plan, outlining actionable steps to achieve the Commonwealth’s priorities. 

    • EIV expands staff to enhance professional development, data management, and quality improvement initiatives. 

    • Receipt of a federal MIECHV Innovation Grant to develop resources for equitable workforce recruitment, retention, and career pathways. 

    • EIV registers as an independent 501(c)(3) nonprofit organization. 

    • Formation of EIV’s Board of Directors and adoption of a mission to advance the equitable and sustainable growth of home visiting in Virginia. 

    • EIV and the Institute co-lead the creation of the Jackie Walorski Center for Evidence-Based Case Management.
